| 内容記述 | 目的：地方自治体における保健福祉の「政策形成」の概念を分析し，再定義することを目的とした．<br />方法：Rodgersの概念分析を用いた．分析対象文献は，医中誌Web，CiNii Reserch，J-STAGE，PubMed，CINAHL，APA PsyInfoを用い，検索された1,551文献から保健師の政策形成に関連した24文献を優先的に抽出し，さらに無作為に抽出した21文献，ハンドサーチによる1文献を加えた計46文献を分析対象とした．<br />結果：属性は【課題設定】【合意形成】【対策決定】【実践と改善】の4つ，先行要因は【健康課題や健康危機の発生】【政策形成の阻害】【自治体や保健師への期待】の3つ，帰結は【政策形成能力の向上】【健康課題の改善】の2つのカテゴリーを抽出した．<br />結論：「健康課題，健康危機の発生に対し，日常業務において把握した地域ニーズから真の課題を考慮した課題を設定し，住民の協働体制を醸成しつつ部署横断的な協力体制を調整して合意形成したうえで，健康課題解決の方策を決定し政策の実践と改善を行うことで，健康課題の改善を図るプロセス」と再定義した． | |||||||||||||||||||||||||||||

| 内容記述 | Purpose: This study aimed to analyze and redefine the concept of policy making in regard to health and welfare in municipalities.<br />Methods: The conceptual analysis was conducted using Rodgers’approach. Data were collected using six databases: Ichushi-Web, CiNii Research, J-STAGE, PubMed, CINAHL, and APA PsycInfo. The search terms used were: “policy making,”“municipality,”“health,”and “welfare.”From the 165 references for which eligibility assessments were conducted, 46 were included in this study, including one identified by hand search.<br />Results: As a result of the analysis, four categories of attributes (“Issue setting,”“Consensus building,”“Decision on measures,”and “Implementation and modification”), three categories of antecedents (“Occurrence of health issues or crises,”“Hindrance to policy making,”and “Expectations of municipalities and public health nurses”), and two categories of consequences (“Improvement of policy making capacity”and “Improvement of health disparities”) were extracted.<br />Conclusion: The concept was redefined as follows: “The process of response to the occurrence of health problems or crises, health disparities should be improved by setting issues based on actual problems and community needs identified in daily operations, coordinating intersectoral collaboration and consensus building while fostering a collaborative system among residents, determining measures to resolve health issues, and implementing and modifying measures.” |
