The research method used was the modified grounded theory approach.\nResults: The process by which the certified nurses reached their decisions on the intervention goals of the department was found to comprise seven categories and 17 concepts. By forming informal networks with individuals willing to stand by them at work and by gaining the cooperation of appropriate persons who were likely to support their activities, the certified nurses were able to determine their intervention goals after arriving at an understanding of the current state of their department and the expectations of the organization.
