This research focuses on such mergers, and concludes what is necessary for a successful merge in every respect. The data of the survey among managers of welfare corporations conducted by the NPO Human Resource Development Organization have been utilized in identifying the issues brought forth in the course of such mergers.\nMergers, in general, are not easy, whether they are taken place between private enterprises or on community bases. Three major causes (1 to 3) to make the mergers difficult among welfare corporations can be pointed out. The fourth is the point suggested by the writer as an alternative in order to solve the problems along with mergers.\n(1) Difficulty in finding a match \nEach corporation adopts its own personnel framework, which makes it difficult to find a good match so that the efforts on both sides end up in a successful merger.\n(2) Lack of human resources for management staff \nMany welfare corporations do not have enough management staff who can be leaders after mergers,which makes the new management even more difficult.\n(3) Damage to the independent management faculty \nMergers can bear some risk of giving damage to the independent management faculty in many welfare corporations, being observed from the social policy standpoint.\n(4) Merger or joint work between similar corporations as an alternative  Finally, the writer proposes one important aspect in a successful merger. That is, any merger between the two organizations that offer the similar type of services or the two that share the similar procedure in providing services would likely result in a successful case. However, it is very difficult to find such a good merger partner.
